You probably don't lose your property tax base.

A lot of longtime Valley homeowners stay in a house that no longer fits because they believe selling means giving up a 1980s tax assessment. Since Prop 19, that's usually not true, and the gap between what people believe and what the law says is enormous.

What Prop 19 actually says

If you are 55 or older, severely disabled, or a victim of a declared disaster, you can transfer your existing assessed value to a replacement home anywhere in California, not only within your own county, and you can do it up to three times.

The part almost everyone gets wrong: there is no cap on what the replacement home can cost. Under the old rules, buying something more expensive disqualified you. Under Prop 19 it doesn’t. If the new home costs more than the allowance, only the difference gets added to your transferred base. You keep the rest of the benefit.

Timing changes the math. Buy your replacement before your current home sells and the allowance is 100% of the sale price. Buy in the first year after, and it’s 105%. Second year, 110%. There is a two-year window, and you have to file a claim with the assessor. It is not automatic.

One important distinction: the rules for inherited property are much tighter. A child inheriting a parent’s home keeps the low base only by making it their primary residence within 12 months, and only up to the assessed value plus $1 million. That is a different situation from the 55+ transfer above, and it catches families badly.

Where this actually matters

The West Valley is full of people who bought in the 1980s and 1990s and are sitting on an assessment a fraction of today’s market value. If that’s you, and you’ve been assuming you’re stuck, it’s worth running the numbers, and worth a conversation about sequencing, since buying before selling is worth real money.
