Accessory dwelling units matter more in the West Valley than in most of Los Angeles, for a simple reason: the lots are big and flat. Canoga Park, Winnetka, West Hills, Northridge and Chatsworth are full of post-war tracts on generous parcels with real usable rear yards. California has spent the last several years steadily removing the obstacles to building on them.

- Detached ADUs can reach 1,200 sq ft of total floor area.
Approval is ministerial, not discretionary
A compliant ADU application must be approved ministerially, and cities are required to act within 60 days. That means no discretionary review, no hearing, and no neighbor objection process for a conforming project. Cities can only force discretionary review when the property itself is individually listed as a historic resource. Being inside a historic district overlay is no longer sufficient on its own.
Owner-occupancy requirements are gone
AB 976 permanently removed owner-occupancy requirements. You do not have to live on the property to have an ADU, and you can rent it out. This was a temporary provision for several years and is now permanent, which matters a great deal for anyone thinking about an ADU as an income property or as part of an eventual move.
In the City of Los Angeles specifically, a detached ADU typically needs roughly a 4-foot rear setback, and no additional parking is required.
What it does to value. Honestly
An ADU rarely returns its full construction cost as a dollar-for-dollar increase in appraised value, and anyone who promises otherwise is selling something. What it reliably does is add income, add flexibility for multigenerational living, and widen your buyer pool at resale. In a market where a lot of buyers are trying to solve for an aging parent or an adult child, that flexibility is genuinely valuable.
